Minutes of December 7, 2022
Virtual Meeting on “Zoom”
Notice of meeting: The community was notified of the date, time, and location of the meeting via local social media and Clackamas County’s website. In addition, notice was sent by direct email to interested community members including those applicants whose application were being considered for comment.
Chair Martin Meyers called the meeting to order at 7:15 pm over the internet, via “Zoom”.
Attendance: A total of 12 people were present at the virtual meeting, including 6 board members. Board members: Chair Martin Meyers, Vice-chair Lance Ward, Secretary Donna Hazel, Vicki Fabryka, Nancy Read, and Marie Naughton. Eligible voting members present were April McGinnis, Doug Towsley, Rick Strauss, and Christine Nolde. Also present were Keith Wright and Tom Dalquist.
Our first order of business was to approve the minutes of the previous meeting of November2, 2022. A motion was made by April McGinnis to approve, and was seconded by Nancy Read. The minutes were approved by 6-0-1.
Land Use Applications
Z0406-22 was approved with conditions. The request was for a temporary dwelling for care. Applicant: Linda Raab.
Z0087-22 was approved with some conditions, denied in part. The permit application for nonconforming use verification. The applicant requested verification that the existing restaurant and grocery store is lawfully nonconforming. Applicant also requested approval to alter the brew pub, add outdoor seating, storage, barbeque, , add special events, amplified outdoor music, schedule car show, and add new sign.
Discussion took place with the Applicant noting that he will appeal the hours of operation. The hearing date for the appeal is scheduled for December 22, 2022.No action was taken by the Board or membership regarding the appeal. Applicant is Rick Strauss.
Reports
Martin Meyer updated us on the C4. Martin is the CPO representative on the C4. He is also on a Metro subcommittee.
Several months ago, Metro proposed a UGB swap with one of the proposals to affect the Park Place area of Oregon City. The changing of identified boundaries in Park Place will impact Redland Road and consequently traffic to the Redland-Viola-and Fischers Mill residents. A long-standing plan to construct a new road from Holcomb Blvd area to Redland to reduce traffic from new housing developments is the primary concern of our CPO. Prior to November 8, 2022, our CPO submitted a letter to Metro strongly expressing our concerns about the UGB changes and its impact. We had also shared information regarding the heavy congestion of Redland as an evacuation route during the wildfires of 2020. It was noted that two members of the Clackamas County Board of Commissioners also attended the “impact” sub-committee with Metro, and they disapproved of the UGB swap. The CCBC had also submitted a letter to Metro prior to the meeting.
Regarding the inactive CPO: the discussions with the County on assisting parts of the Carver and Estacada CPO boundaries continue. At the request of the County, our CPO had previously agreed to address the land use applications in defined areas that bordered on our boundaries for the benefit of those land owners involved. We have received no definite decisions from the County. Lance Ward has received some applications from those areas and will forward them to Martin Meyers who will send them on to the County in hopes of getting a response.
Donna Hazel reported on the CPO website which is still under construction. Lance asked for additional information to be available under the “Land Use Applications” page of the website. Currently Lance enters all Land Use Applications and decisions on the website which will soon be available for all to see.
With no further business to be presented at this time, the meeting was adjourned at 8:33 pm.
