Minutes of June 1, 2022
Virtual Meeting on “Zoom”
Chair Martin Meyers called the meeting to order at 7:18 pm over the internet, via “Zoom”.
Attendance: A total of 9 people were present at the virtual meeting, including 6 board members. Board members: Chair Martin Meyers, Vice-chair Lance Ward, Secretary Donna Hazel, Marie Naughton, Lois Read, and Nancy Read. Eligible voting members present were Chris Nolde and Vicki Fabryka. Also present was Rick Canfield.
The minutes from the May 4, 2022 were approved by vote of 6-0-2.
Land use permit Z0219-22 was discussed with applicant Rick Canfield. The proposal is a temporary land use permit to use a 42-foot-long RV for living space for workers on Rick’s farm at 19283 S Mattoon Rd, Estacada, OR. The permit would not exceed one year. Mr. Canfield needs assistance in establishing a model regenerative farm on the property until a prospective land division is completed. No action was taken by the CPO after discussion of the application.

CPO Website: progress report will be tabled until next month.
A Community Leaders Meeting will be held June 21, 2022 from 6:00 pm – 8:00 pm. All five of the Clackamas County Board of Commissioners should be in attendance. One of the topics to be discussed will be wildfires.
Our CPO needs information from the County in advance of wildfire season. Evacuation routes need to be posted so that families can move quickly and so that livestock can located to safe areas. In times of emergency, we need notification of approaching fires, and our residents need to know which roads are closed to traffic.
I205 Expansion: Martin reports that for Phase One of the project, the estimated cost has increased from $350 Million to $495 million. This phase involves expanding the Abernethy Bridge. Phase Two entails creating the third lane each direction on I205 west of the bridge. Outside money may be coming from bonds and grants.
We were reminded of “Next Door”, a social media source for posting notices and for providing better communication in our area.
“NET”: Neighborhood Emergency Teams. This is a volunteer project to look into. It was created in Portland by the PBEM (Portland Bureau of Emergency Management) and Fire and Rescue.
Further discussion of assisting land use applicants in inactive CPO’s in our area. Martin has had discussions with the County personnel involved in designating the temporary boundaries. With a motion from Marie Naughton, and seconded by Chris Nolde, the CPO agreed that in keeping with our CPO goals, we won’t address any applications that involve properties north of the Clackamas River. Martin and Marie will prepare a letter to the County expressing our concerns.
