Minutes of March 2, 2022

Virtual Meeting on “Zoom”

Chair Martin Meyers called the meeting to order at 7:18 pm over the internet, via “Zoom”.

Attendance: A total of 11 people were present at the virtual meeting, including all 7 board members.  Board members: Chair Martin Meyers, Vice-chair Lance Ward, Secretary Donna Hazel, Marie Naughton, Bobbi Bryan, Lois Read, and Nancy Read. Eligible voting member present was Vicki Fabryka.  Other people present were Lavina and Brian Howard and Pat (no last name displayed on Zoom).

The minutes of the February 2, 2022 meeting were approved as amended.  Martin moved to approved the minutes, Nancy Read seconded to motion, and the vote was 8-0-0.

Land Use Applications

Z0020-22              Proposal to partition RRFF-5 zone to make 2 parcels multi dwellings.  Reference Z0461-19 NCU, renewal.  Also, reference Z0075-22. This was approved on December 2019. Discussion by the CPO in 2019.  No action taken at that time as the original approval was before current zoning requirements.  Newest proposal is to move one of the original structures to a different location on the property.

Z0067-22              Proposal for wireless facility to extend fencing and area to install                emergency generator.

Reports

We have offered to assist portions of two inactive CPOs for the residents in those areas.  Just prior to this CPO meeting, Katie Wilson, Community Relations at Clackamas County Offices, contacted Martin Meyers to indicate temporary changes to our CPO boundaries will include portions of Carver CPO.  The Carver CPO has been inactive for some time.

We will begin keeping track of expenses for our CPO.  Reimbursements at this date are $150 per year, but Clackamas County may increase reimbursement amounts in the future.

Martin reported on the C4 (Clackamas County Coordinating Committee).  The C4 is comprised of approximately 25 people including County commissioners and city mayors.  Martin is the representative of unincorporated districts and is now beginning his 2nd two-year term. The position is filled by election.  However, this year the position was more assigned than elected.  Martin is recommending that the process to fill the position begin earlier next time with votes being cast by the CPOs.

Martin also reported on the CPO Summit and the CCI.  “CCI” is the Committee for Community Involvement and advices and assists the Board of Clackamas County Commissioners in developing and implementing community involvement programs.  The CPO Summit, a sub-committee of CCI, will have three representatives in the CCI.  This will present an opportunity for the CPOs to have more influence in the CCI.

Some discussion of our CPO meetings to continue to be held over “Zoom” while in-person gatherings are still presenting health risks.

With no further business to be presented at this time, the meeting was adjourned at 8:26 pm.
