Minutes of January 5, 2022

Virtual Meeting on “Zoom”

Chair Martin Meyers called the meeting to order at 7:18 pm over the internet, via “Zoom”.

Attendance: A total of 32 people were present at the virtual meeting, including 6 board members.  Board members: Chair Martin Meyers, Vice-chair Lance Ward, Secretary Donna Hazel, Bobbi Bryant, Lois Read, and Nancy Read. Eligible voting members present were Vicki Fabryka, Dale Philips, Jay Henke, Doug Brown, and Brainard Brauer.  Other participants were: Robert & Annette Blount, Christine Nolde, Tristan Jordan, Joel & Tamara O’Neill,

Joshua & Heather Williams, Debbie Connor, Laura Hardesty, Matthew Baumgarth, Chris & Heidi Klaprott. Jim Acker, Gail Pariseau Millett, Edwin Schneider, Jacob & Susan Jordon, K. Stanch, Brittany Schmeer, and Enda Grogan.

Land Use Applications

Z0545-21 was brought up first.  This application is for a proposed solar farm to be constructed on Bradley Road.  The 10 acres for the solar farm are owned by Robert Blount, and the company Sulus Solar is leasing the property to install solar panels.  A detailed and comprehensive presentation was given by Enda Grogan of Sulus Solar, a company based out of Portland, OR.  There were a few questions after the presentation, but no strong objections.  The CPO took no action on the application.

ZPAC0156-21.  Proposal for an RV park on Harding Road for 10-20 vehicles.  This is a “pre application” and the CPO hasn’t officially received it yet.  There was some discussion on this proposal with reference made to an earlier RV park application that was approved by the County in 2019.  Lance Ward will send a copy of the earlier application to the interested participants at this meeting as a reference.

In reviewing an earlier application, Z0480-21, we realized that none of us were well enough informed on Measure 49 (ORS 195.300-336) to respond to the request.  Lance Ward contacted the County for a more detailed explanation of Measure 49 and how it will apply for our consideration.  The result is: Measure 49 is administrative only, has already been determined, and the CPO doesn’t actually have a role in how it is applied.

Reports

Bobbi Bryant brought an idea of having a decal created for those businesses to display who will be listed on the forthcoming CPO website’s Business Directory.  The decal would bring more awareness to our website when it is available.

It was proposed that land use applications that come to the CPO could be posted on our Facebook page.

With no further business to be presented at this time, the meeting was adjourned at 9:02 pm.
