Minutes of April 2, 2025
Virtual Meeting on “Zoom”
Notice of meeting: The community was notified of the date, time, and location of the meeting via local social media, the CPO’s website and Clackamas County’s website. In addition, notice was sent by direct email to interested community members including those applicants whose applications were being considered for comment.
Chairperson, Lance Ward, called the meeting to order at 7:18 pm over the internet, via “Zoom”.
Attendance: Seven (7) people were present at the virtual meeting, including 6 board members. Board members: Chairperson Lance Ward, Secretary Donna Hazel, Vicki Fabryka, Bobbi Bryan, Jay Henke, and Jake Cooley. Voting member, Nancy Read was also present.
A motion to approve the minutes of March 5, 2025 was made by Jake Cooley and seconded by Jay Henke. The motion passed 7-0-0.
Land Use Applications Notices
Z0467-24: was approved with conditions by the County. Proposal: The applicant seeks to verify two dwellings on the subject property as lawful nonconforming uses. The owner needs to get nonconforming verified in order to get septic system replaced. Applicant: Joe Rogal, 20879 S Springwater Rd, Estacada, OR. Between Redland Road and McIver Park.
Z0085-25: was approved 4/2/25 with conditions by the County. Proposal: renew temporary dwelling for care. Applicant: Jona Sharpe, 18352 S Springwater Rd.
Z0347-24: was approved with conditions by the County. Proposal: using M49 to partition 2 tax lots from 38 acres.
Applicant: Kaitlyn Laviolette, 20925 S Bakers Ferry Rd. (From Carver inactive CPO)
Z0455-24: Proposal: the applicant seeks to modify the conditions of approval of a prior nonconforming use alteration (Z0487-20) to remove condition #20 of that decision that requires bus service for students. Applicant: Fred Weinberg, 15544 S Clackamas River Rd. (From Holcomb-Outlook inactive CPO).
Reports:
Donna Hazel gave a report of the CPO Summit meeting held March 24, 2025, the 4th Monday of the month. The CCI (Community Citizens Involvement) has been notified that the PGA (Public Government Affairs) will update the CPO Handbook. PGA hadn’t previously been aware of the handbook which addresses training for CPO board members, procedures for CPO meetings, and purpose statements. April 15th at 6:30 pm, CPO representatives are invited to attend a CCI Listening Session. Community Leaders (including CPO representatives) will meet June 23rd in person with the Board of County Commissioners for roundtable discussions.
Unfinished Business:
Report on our filing of potential Code Enforcement violations involving the Redland Family Farm (V0007525)and the Jamestown Ranch (V0007225). Both filings are still in “Pending” with the County Code Enforcement Department.
New Business:
Both Lance Ward and Donna Hazel will attend the CCI Listening Session on April 15th via Zoom to discuss issues that are important to our CPO.
