Minutes of March 5, 2025

Virtual Meeting on “Zoom”

 

Notice of meeting: The community was notified of the date, time, and location of the meeting via local social media, the CPO’s website and Clackamas County’s website. In addition, notice was sent by direct email to interested community members including those applicants whose applications were being considered for comment.

 

Chairperson, Lance Ward, called the meeting to order at 7:15 pm over the internet, via “Zoom”.

Attendance: Nine (9) people were present at the virtual meeting, including 6 board members. Board members: Chairperson Lance Ward, Secretary Donna Hazel, Vicki Fabryka, Bobbi Bryan, Chris Nolde, and Jake Cooley.  Voting members, Nancy Read and Lois Read were also present.  In addition, Andy Hallock was present, his first meeting with our CPO.

 

A motion to approve the minutes of February 5, 2025 was made by Jake Cooley and seconded by Chris Nolde. The motion passed 7-0-0.

 

Land Use Applications Notices

 

Z0467-24: Proposal: The applicant seeks to verify two dwellings on the subject property as lawful nonconforming uses.  The owner needs to get nonconforming verified in order to get septic system replaced.

Applicant: Joe Rogal, 20879 S Springwater Rd, Estacada, OR. Between Redland Road and McIver Park.

 

 Z0039-25: Proposal: Plans to add a home second home on the 70.48 acres property.

Applicant: Joseph Renard, Address: 14891 S. Redland Rd.  (From inactive Holcomb CPO)

 

Z0473-24 is approved with condition

Proposal: Construction of an agricultural building (barn) on a 5-acre property in the RRFF-5 Zone and within the Special Flood Hazard Area, for the purpose of storing animal feed and agricultural equipment.

Applicant: Abraham and Melissa Menshenfriend,  Address: 13833 S Clackamas River Drive

Reports:

 

Donna Hazel gave a report of the CPO Summit meeting held February 24, 2025, the 4th Monday of the month.  The Zoom meeting was brief because of power outages at the homes of 6 members of the CPO Summit.  Metro has purchased the Eagle Creek Golf Course, and it will be decommissioned. The new use of the property hasn’t been announced at this date.  CPOs will have a leaders’ meeting in April.  The Clackamas County Board of Commissioners will meet with CPO representatives in June.  Specific dates will be announced later.

 

New Business:

 

Andy Hallock responded to a possible Code Enforcement violation relating to the use of the Jamestown Ranch as a wedding venue.  Andy is the manager of The Jamestown Ranch where he and his wife board and train horses in addition to working with 4-H and other youth groups associated with equestrian pursuits.  In lieu of a Land use application, Andy explained that they have an Ag Tourism permit which allows them to have 6 events per year.  The CPO membership at the meeting was appreciative of the Jamestown Ranch and their volunteer work.

 

The meeting was adjourned at 8:08 pm.
