Minutes of February 5, 2025

Virtual Meeting on “Zoom”

 

Notice of meeting: The community was notified of the date, time, and location of the meeting via local social media, the CPO’s website and Clackamas County’s website. In addition, notice was sent by direct email to interested community members including those applicants whose applications were being considered for comment.

 

Chairperson, Lance Ward, called the meeting to order at 7:15 pm over the internet, via “Zoom”.

Attendance: Eight (8) people were present at the virtual meeting, including 6 board members. Board members: Chairperson Lance Ward, Secretary Donna Hazel, Vicki Fabryka, Bobbi Bryan, Jay Henke, and Jake Cooley.  Voting member, Nancy Read was also present.  Michael Barnes of Clackamas County Code Enforcement was present as our guest speaker.

 

Michael Barnes gave a very informative and comprehensive presentation of the County Code Enforcement. At this time, there are only 5 members of the Code Enforcement team for the entire County.  Diane Bautista is the person who investigates Code Violations in our area, area 3.

 

After Michael Barnes left our Zoom meeting, we discussed possible Code Violations in our area.  A motion was made by Donna Hazel to file formal violation complaints against The Jamestown Ranch and Redland Family Farm. The motion was seconded by Vicki Fabryka and passed by 6-0-0.  To our knowledge, The Jamestown Ranch has not applied to be an event venue although their website advertises wedding venue and AirBNB.  The Redland Family Farm was found in violation in 2018, and in 2019 was granted approval for land use with many conditions.  Our concern is: were the conditions all met since there don’t appear to be applications made for the structural improvements that were required. In addition, the residence on the property must be occupied by the owner of the property, and that needs to be verified.

 

A motion to approve the minutes of December 4, 2024 was made by Bobbi Bryab and seconded by Jake Cooley. The motion passed 6-0-0.

Z0398-24: County approval with conditions, proposal to partition 3 parcels from 15 acres. Owner: Craig Chisholm.

Z0515-24:  Proposal: Landscape contracting business in conjunction with growing and marketing of nursery stock. Applicant: Jose Munoz. 20948 S Charriere Rd

 

Z0347-24: Proposal: Using M49 partition 2 tax lots from 38 acres. Applicant: Kaitlyn Laviolette, 20925 S Bakers Ferry Rd.

Z0441-24: Approved by the County with conditions. Proposal to partition 2 parcels from 15 acres.  The site is zoned RRFF-5 and is currently developed with a circa 1900 single family home and three accessory buildings.  Applicant: Mary Goben. 14712 S Gerkman Rd, Oregon City.

Reports:

 

CPO Summit meetings were cancelled for December and January.  The next meeting will be held February 24, 2025, the 4th Monday of the month.

The meeting was adjourned at 8:18 pm.
